When a foliar fertilizer say it’s 9-24-3, and the rate is only 3 qts, how am I supposed to get the full amount of each unit at such a small rate?

The only way for you to get the guaranteed analysis on an acre basis is to apply 100 pounds or roughly 10 gallons of product.
Foliar fertilization counts on efficiencies through leaf absorption so you’re only getting on a small amount but it is more effective.
If your field is deficient, and you’re trying to pop up the phosphate level, for example. You may need to do multiple applications.
You don't want the full rate of the fertilizer as a foliar because you're feeding the plant instead of feeding the soil when we put high rates of fertilizer on the soil, we need a lot of available n,p,k so that the Plants roots can uptake it but when you're foliar feeding the plants, all you need is small amounts of each Nutrient. Imagine what it's like when you flat fan on 32-0-0 and you burn the leaves on the plants that would be the same thing if you tried to over apply foliars. Also foliar fertilizers are supposed to be plant available nutrients instead of something that needs to be broken down by soil biology, but not all products are created equal.
