I am currently creating variable rate spraying maps with Pix4dfields. Is it possible to have a exact apply equipped sprayer change the rate via PWM on each individual nozzle? An example would be 3 zones; 0 gal/ac, 8ga/ac, 15gal/ac at the nozzle level.

I think any pwm sprayer unlocked for VRA should be able to within reason. It all depends on its ability to modulate the electronic poppets. Hawkeye 2 can do a certain percent of change and I think that system is more versatile. Nozzle size is your real restriction
